I think the right word would be that he was “responsible”, as head of the state it was his duty to ensure safety and security of citizens. The people who committed this crime were from hindutva brigade having similar ideology and many having affiliation to RSS just like him. In India there are thousands of examples of nexus between politicians, criminals and police wherein the guilty goes scott free - this is in fact so common that it has been depicted in many movies as well. So being buried by courts because of lack of evidence does not mean that he was not guilty - ask this question to zakia jaffrey and she will tell you whether modi being buried by courts is justice. Please also note that the train being burnt was used as an excuse by hindutva brigade to massacre innocent muslims. However, who burnt the train was not convincingly found even after many years of investigation. If it was 100% known that some muslims (maybe 10-20 or 40) burnt the train then there was justification to act against these particulr individuals. However the hindutva brigade massacred 2000+ innocent people who were in no way linked to the crime. So either they did not know who did it OR they knew v well who did it (as they were part of it) and it was all pre-planned to create an excuse to target muslims.
