Please don’t blame Quran for actions of some deviated Muslims.

Quran states:

˹O Prophet!˺ Tell the believing men to lower their gaze and guard their chastity. That is purer for them. Surely Allah is All-Aware of what they do”. [An Nur 24:30]

Qatadah reported:

I said to Aisha, “O mother of the believers, tell me about the character of the Messenger of Allah, peace and blessings be upon him.” Aisha said, “Have you not read the Quran?” I said, “O course.” Aisha said, “Verily, the character of the Prophet of Allah was the Quran.” [Source: Ṣaḥīḥ Muslim 746]

So even if women wear skimpy outfits, Islam doesn’t give permission to stare at them leave alone make sexual advances . Moreover as per Islam any sex outside marriage is a punishable offence even if it is with a prostitute leave alone an innocent child. And if the person is married and indulges in such acts then it is capital punishment. So Islam as a religion has nothing to do with such crimes.
