Please don’t blame Quran Muslims or Prophet PBUH for actions of some deviated Muslims. Quran states: ˹O Prophet!˺ Tell the believing men to lower their gaze and guard their chastity. That is purer for them. Surely Allah is All-Aware of what they do.

So even if women wear skimpy outfits, Islam doesn’t give permission to stare at them leave alone make sexual advances . Moreover as per Islam any sex outside marriage is a punishable offence even if it is with a prostitute leave alone an innocent child. And if the person is married and indulges in such acts then it is capital punishment. So religion has nothing to do with such crimes.
