Punishment for crime does not negate peacefulness. Islamic belief is that the bad people will burn in hell, this punishment is for Allah to give in afterlife and has been informed beforehand to people so that they may abstain from evil deeds.

Every country has a constitution and in any constitution there is punishment prescribed for various crimes including life imprisonment OR death penalty [for severe and heinous crimes].

These laws are implemented to maintain PEACE and ORDER. So sometimes violence is required for maintaining PEACE as long as it serves larger purpose. If there is no punishment for bad people then they will not let the good people remain in peace.
