Answer:

Yes it can, but it wont be Islamic because democracy is government of the people for the people and by the people whereas Islamic shariah is based upon the Quran & Sunnah (even if it may go against majority opinion).

So it can happen in case predominantly the Muslim population has become un-islamic or power is in the hands of un-islamic people. [pakistan, bangladesh, turkey etc are some examples not exactly as you have mentioned but somewhat similar]
